Due to the dire need of Libis Baesa community folks for the education of thier children not to go afar in farther schools, they requested from the city government the construction of a four-storey building with eight classrooms in 2001. It started with 10 teachers.

In  2013  Mr. Angelo L. Eduardo  took his office as the new school head. He showed us strong determination to improve the school in all aspect such as, school facilities , pupils and  teachers development. He exerted  time and effort  leading us in a very professional way. Doing the multi tasking is not a joke,   and in no time he was able to request for another 4 storey building as an additional rooms for our growing  number of enrolees,  not only that, true to his words that he wanted to expose our pupils to sports he made a way to encourage all parents , teachers and pupils to work hand in hand to compete with the other big schools.  He gave opportunities to those who have the potentials to become an athlete. Our humble school were able to compete in District Meet.  We have players for Table Tennis in Regional Meet, Volleyball Players in Division Meet and luckily they  got the first place in Volleyball Girls category.  He is also an advocate of brotherhood in BSP and GSP that camaraderie among pupils is being taught. The  school based encampment night (Bon Fire) was also done for the first time and everybody enjoyed even the parents who attended the said event.

Under his management  the school was blessed by some agencies and we were able to recieve computer sets and one (1) active board that we cannot deny how helpful it is  in our daily teaching and in giving lesson to our pupils.

Parents and Barangay officials were all-out support to school activites and programs. During his time everybody has a psycological motivation to work for one vision. Everybody is working very hard aiming for a higher level quality of education for pupils. Parents and teachers envisioned as LBES to be recognized in different schools/areas. LBES gained the highest score in NAT which got the first rank in NCR with the Mastery level of 91.48%.

He left the school on the day of  his birthday it was November 26, 2014 wearing a big smile and with tears in his eyes, because he knew he had done his part and he did it very well. Surely he enjoyed to be of service  in LBES.

Mrs. Soccoro D. Claveria came to replace Mr. Eduardo due to transfer of assignment. She continued the projects imposed/started by the Mr. Eduardo.  She did not stayed that long due to sudden transfer to EBBES.

Mrs. Almina F. Bunggay came on the time of Brigada Eskwela 2017. This is her first station as a School head She was understudy from Tala Elementary School. Being new as a school head she was very eager and energetic in implementing rules and regulations to all her teachers. She was very particular in pupils’ performance specially the reading skill. Through her help she capacitated all of us to be a reading teachers regardless of our grade assignment. She even helped us to conduct the reading intervention program

In her time total rehabilitation of our school facilities was done from repainting of interior and exterior of school building to renovation of principal’s office. There were also additional comfort rooms for girls.

Our current principal for the school year 2018-2019 is none other than Ms. Caroline S. Villegas. She was formerly teacher in Sta Quiterias Elementary School and took his understudy at Bagong Barrio Elementary School under the supervision of Dr. Sally V. Salasac. On our first meeting with her as our new principal she made it clear that she is willing to help us to be more efficient in our respective work assignment. As of the moment she is trying to improve all areas of learning and encouraging to focus on teachers professional development through seminars and workshops. She is also very supportive in all school programs , she always make sure that she’s there in every step of the way to guide and lead us.
